The flags are rectangular, 90 cm × 120 cm and divided
diagonally by a line going from the upper hoist to the bottom
fly. Bottom hoist is light blue, upper fly is white.

The main element of the flag is usually the shoulder patch or
a similar design. Since these are awarded to brigade-level (or
equivalent) formations while flags are awarded to
regiment/batallion-level formations, the latter flags have
additional elements to distinguish the specific battalion. (...)

I checked the IDF website, looking at current formation signs
(shoulder sleeve insignia). I believe light blue-white is
actually the adjutant general (military administration).

Starting of 1 July 2006, the "Heyl Shalishut" will
merge with Manpower division of the Army
(Land Arm) Command and both will become the new "Human
Resources Division". "Heyl Shalishut" will
probably cease to exit as seperate force and its colors are
expected to become obsolete.
